Development of WCE is to provide another choice other than PLUS for those who need to travel/ship things through West Coast of Peninsula, not to replace PLUS, and given it's mainly passing though smaller towns with smaller population, it is mainly and naturally a good choice for logistic players rather than passenger vehicles. Amount of logistic vehicles are far less than passenger vehicles.
