Shares buyback is not going to privatise the company but they either wants to create strong holding before the acquisitions and mergers takes place. The company has stated that they will continue perform the M&A and meaning that they want to have strong positions in terms of their free cash flow/market capitalisation. It will not dilute the number of shareholders. Lets see in the next few weeks whether this will be true or not
