I don't agree with targeted subsidies nor removal of subsidies. I think a fixed amount for subsidies across all individual makes more sense, everyone get the same amount regardless of background less discrimination and easier to implement.
More should be invested in helping people to earn more so that they can start paying taxes rather than continuing to increase tax% for high earnings group. You will only force them to migrate else where
