not sure I get it right or not, but my way of explanation is this means China's custom declaration is using blockchain technology for declaration submission instead of centralised server(or cloud technology), this blockchain communication is available with users from ASEAN countries. the terms token is the string of data sending and receiving in blockchain.

basically it offers one new platform to declare your goods when exporting to China GACC, whether it is a better alternative solution to the conventional declaration method, I am not sure as of now. BTW, in my opinion, subject to verification, through this new platform, users are supposed to be able to make payment using Zetrix coins or any other bitcoins.
