Please be realistic. Even after completion, I don't think WCE's toll collection can be on par with PLUS. Development of WCE is to provide another choice other than PLUS for those who need to travel/ship things through West Coast of Peninsula, not to replace PLUS, and given it's mainly passing though smaller towns with smaller population, it is mainly and naturally a good choice for logistic players rather than passenger vehicles. Amount of logistic vehicles are far less than passenger vehicles.
Glad to hear that the Chocomalt is popular, although one of the reasons could be Muslims' boycott against Nestle, so theoretically they may buy less Milo.
