it's just a MOU. meaning they're still in discussions. (same applies to MOA,LOI; varies depending on the terms in the papers)

a real solid contract is normally LOA (Letter of Acceptance)

and do you realized IRIS 1bil project is over 54 months(roughly 222m a year)?
and the EPS for the project is very little only that's why share prices won't move. (this is more FA way to justify the price stagnation)
