What's the usual reason they convert these PA shares? To manipulate these ratios?

They issued 1b+ ICPS as one of the ways to raise fund. these ICPS has expiry on 2024 to be converted to mother shares at just RM0.2 exercise price. So when the mother shares up / good looking future, more ppl who holds these ICPS is more willingly to convert to mother shares to realise the profit.
